Is installing VB under a different user (i.e. www.site.com and forums are on www.site-forums.com) is irrelevent because the PHP runs as the apache user (usually http, www or apache), not the individual domain user, and would have read + execute access to basicly anything in the apache web root.

Unless your site is setup so that apache runs as its own chroot environment, hosting under two different domains will not make the transfer request.
