Clean School Bus Program Good In Theory, Costly In Practice

Credit Pacific Service Union The federal government boasts that taking a school bus is the safest way for a child to get to and from school. As long, that is, as the riders hold their breath. The federal Environmental Protection Agency, or EPA, is now proposing to spend $60 million more on Clean School Bus USA, a program designed to reduce emissions from diesel-powered school buses. The $65 million program is included in President Bush's proposed 2005 budget.

Anyone who says it doesn't matter is probably someone who attended a school with a lower tier CS program. Most CS programs are essentially programming language trade schools. Good CS programs have a basis in theory. You learn a lot of math, abstract algebra, theory, graph theory.

Credit First Service Union The program seeks to protect children from health risks caused by diesel exhaust, and also reduce air-quality problems.

Card Credit Mobile Service While school officials in New Jersey laud the idea behind Clean School Bus USA, they are concerned that participating in the program might ultimately make it too costly for them to upgrade emissions from their school bus fleets.

We use an outside shipping company to ship orders (FedEx, DHL, USPS, or UPS), and a credit card processing company to bill users for goods and services.

Card Credit Discover Service For instance, Egg Harbor Township school officials operate one of the largest school bus fleets in the state.

For example, we use an outside shipping company (the United States Postal Service) to ship orders, and a credit card processing company to bill users for goods and services.

Credit Public Service Union They estimate it would cost - at minimum - $968,000 to install the emission-reducing particle filters recommended according to the Clean School Bus USA program on all 121 of their school buses. The figure does not include labor costs related to installing and cleaning the filters, or the cost of a necessary filter-cleaning machine.

In the entire Department of Agriculture, "of all the areas OMB could be concerned about, they listed only two, " he reported. "Both Forest Service. So, CCC [Commodity Credit Corporation], with billions of dollars in credit hanging out in this bad economy was not a specific concern, nor was the FNS's [Food and Nutrition Service] food stamp or school lunch program which is under intense pressure in the current economy. No, the FS was the only poster child."

Card Credit Processing Service With only $65 million to go around nationally, it is unlikely Egg Harbor Township would get all the money it needs for the job, said Warren Fipp, the district's transportation director. That could leave the already financially strapped school district left to pick up a potentially big part of the tab, he said.

Center Credit Service Union Further, the ultra low-sulphur diesel fuel recommended by the EPA would cost the district about 20 cents to 25 cents more a gallon, he said. The district would also have increased delivery costs, as the fuel would have to be delivered from the New York City area, instead of from Philadelphia, where the district currently gets its low-sulphur diesel fuel, he said.

Card Credit Service Wireless "Sure it's a great idea, and we certainly want to work with it," Fipp said. "But with funding tight, we really need to have it looked at a little further before becoming involved."

Credit Security Service Union EPA officials admit the $65 million would fund programs only at about 220 school districts nationwide in 2005.

Credit Report Service However, they contend it is the best start they can make to reach the goal of upgrading the nation's entire school bus fleet to low emission buses by 2010.

Blogspot Com Christian "This program works," EPA Administrator Mike Leavitt said in announcing the funding increase this week.

Christian Counseling Credit Pollution from diesel-fueled school buses has drawn increased attention during the past few years.

Credit Federal Service Union A 2002 report by the Union of Concerned Scientists, an environmental advocacy group, states that an average American school bus emits as much soot in one year as 124 cars. Diesel soot is small enough to evade the body's defenses and lodge deep in children's lungs, increasing the likelihood of asthma, chronic bronchitis and heart disease, the report contends.

Credit Monitoring Service A year earlier, a joint study by the National Resources Defense Council and the Coalition for Clean Air reported that diesel fumes found inside the average school bus exceeded safe levels. The report called those levels carcinogenic, and claimed that a child riding inside a school bus inhales more diesel exhaust than a person riding in a car directly behind the school bus.

Credit Division Service School-bus emissions in New Jersey are tested at least twice annually by the state Motor Vehicles Commission.

Card Credit Online Service A commission spokeswoman said figures regarding school bus emission failure rates were not available.

Consumer Counseling Credit Inc Mary Suessmann, president of the New Jersey State School Nurses Association, said the issue of diesel exhaust from school buses, especially those idling near school buildings, is one that has concerned her organization for some time.

Card Credit Fleet Service "Any emissions can put children, as well as anybody else, at risk for difficulty with their respiratory system," she said. "We know that some school nurses have said that, depending where they are in a school, they can actually smell the emissions."

Card Consolidation Credit According to Clean School Bus USA, the EPA encourages school districts to develop policies that eliminate unnecessary public school bus idling.

Credit Free Online Report New Jersey law already forbids buses - including school buses - from idling for more than three minutes.

Credit Federal First Service There are provisions in the law that allow school buses to idle for more than three minutes if it takes longer than that to load and unload passengers, said Elaine Makatura, spokeswoman for the state Department of Environmental Protection.

Consumer Credit Service DEP is currently reviewing those idling regulations, along with other regulations regarding diesel emissions, to develop stricter diesel emission control policies, she said.
