Proposed act would curb commercial bycatch of striped bass

Credit First Service Union After a near collapse in the 1980s, today, extensive coastal migrations of Atlantic striped bass occur annually in the zone. During these migrations, stripers aggregate on bottom features that hold forage fish such as herring, mackerel, and menhaden and use these areas as winter feeding grounds. These life history characteristics make large numbers of bass vulnerable to commercial fishing gear such as gillnets, small and large mesh trawls, mid-water trawls and pair trawls.
Fishing regulators Thursday announced a pair of meetings to be held in New Jersey this month to solicit public comment on possible changes to the management of striped bass. Details on what the Atlantic States Marine Fisheries Commission is considering are contained in Draft Amendment 6 to the striped bass management plan, www.asmfc.org. Among other things, the agency is considering changing its striped bass allocation among states based on historic catches in the recreational and commercial sectors.

"The commercial bycatch problem in the EEZ can't be ignored by fisheries managers. The RFA fully supports Mr. Saxton's bill. It will initiate data collection to better understand this issue so we can move forward with the necessary management measures."

Card Credit Discover Service The bill directs the Secretary of Commerce to conduct a study of existing and new fishery observer data to effectively map migratory patterns, delineate wintering areas and feeding grounds of Atlantic Striped Bass in the EEZ. Not later than three years after enactment, the bill calls for the Secretary to submit a report to Congress detailing the study findings. The Secretary will then implement striped bass management measures accordingly, including temporary closure of any areas with high bycatch levels.
