Credit First Service Union The U.S. Department of Agriculture's Farm Service Agency is proposing a rule change that redefines what a "family farm" is for its direct lending and guaranteed loan programs.

Card Credit Discover Service Those programs provided more than $7 million in funding to New Jersey farms in fiscal year 2003, according to Jim Radintz, FSA director of loan making.

Card Credit Processing Service Federal statutes limit FSA to providing assistance for family farmers only, but offer little guidance as to what actually constitutes a family farm, according to Radintz.
Center Credit Service Union "The whole thrust of what we've proposed is to streamline and make it easier for people who use our programs and who implement our programs," he said. "Our best shot was to come up with a way to make things objective."
Card Credit Service Wireless The proposed change caps what constitutes a family farm, excluding farms that earn more than $750,000 in gross income or are above the 95 percentile for gross income earners in a state, according to Radintz.
Credit Security Service Union According to date compiled by the FSA, the number of farmers impacted by the rule change would be small, said Radintz. All but the top 5 percent in gross sales per state could qualify as family farms, he said.
Credit Report Service There are 13,548 family- or individually-owned farms in New Jersey, according to data from the 2002 Census of Agriculture. Four hundred fifty-two of the total farms in New Jersey earned $500,000 or more in sales.

Credit Federal Service Union Thompson warned that just because a farm's gross sales look good on paper doesn't mean that the operation is raking it in, and that FSA operating loans help such farms function as a business from year to year.

Card Credit Online Service In fiscal year 2003, FSA contributed $1.43 million in operating loans to Garden State farms for spring planning and equipment costs, according to Radintz. It also provided $64,000 in direct ownership loans for purchasing real estate.
Consumer Counseling Credit Inc FSA guaranteed operating loans -- made through banks -- totaled $2.32 million, and guaranteed ownership loans totaled $3.01 million.
Card Credit Fleet Service FSA also provide New Jersey with $503,000 in disaster recovery loans last fiscal year. Under the new rule, farms with gross sales exceeding $750,000 would be ineligible for this loan, but would still be eligible for other FSA disaster programs.
Card Consolidation Credit If adopted, the proposal could go into effect late this calendar year, according to Radintz, who added that the FSA is currently considering a proposal to extend the rule change's public comment period.
