Defending Energy Policy, Pataki Points At Ontario

Credit Pacific Service Union Facing persistent criticism from Democrats over his energy policies, Gov. George E. Pataki today defended his deregulation of the energy industry in New York and said the recent blackout had happened here because safeguards had failed on the Canadian border.

Thanks to the Energy Policy Act of 2005 (Energy Act), there is still a tax credit available in 2007 for the installation of energy efficient measures in principal residences.

Credit First Service Union The governor, standing with Ontario's premier, Ernie Eves, at a Capitol news conference, said that he was not precisely sure what safeguards had failed but that he was confident that New York State's power plants and transmission lines were not to blame for the debilitating power loss.

Credit Public Service Union "What didn't work was the safeguards between I.S.O.'s, between Ohio and Indiana and Michigan and Ontario and Ontario and New York and New York and Connecticut and New Jersey," Mr. Pataki said. "No one knows why, and that's why the federal inquiry is so important.

Center Credit Service Union As he had in the hours after the blackout occurred on Aug. 14, Governor Pataki, a third-term Republican, seemed to recognize the need to put distance between the blackout and the policies of his administration.

And it came two days after Mr. Pataki's public spat with the attorney general, Eliot Spitzer, a Democrat who is widely considered a potential candidate for governor, over whether the governor's energy policies played a role in how the blackout plagued the state's electrical grid.

Credit Security Service Union Sheldon Silver, the Democratic Assembly speaker, has been at odds with Mr. Pataki, charging that the state government has not done enough to shore up a reliable system for transmission and delivery of power in New York.

Credit Report Service Since 1996, Mr. Pataki has administratively deregulated the state's electrical system. At the same time, the state's Public Service Commission is responsible for regulating the companies that transmit the power.

But he also deflected all questions about transmission to the federal government, which he said had the authority over setting rates and reimbursing investors. He also said the transmission system was not outdated.

Credit Federal Service Union Richard L. Brodsky, a Democratic assemblyman from Westchester County, however, said it was nonsense to claim that the state had no transmission problems.

Credit Monitoring Service "The state, and especially the New York City area, have inadequate transmission capacity and the governor knows it," Mr. Brodsky said. "We have a huge amount of excess generating capacity in upstate New York. We just can't get it to the city because the governor's administrative deregulation process just walked away from the transmission problems."

Credit Division Service Mr. Eves pledged cooperation with the governor to share information on the blackout, and on topics including energy conservation. At the same time, he maintained that Ontario's transmission system worked as intended, and that the problem did not originate in his jurisdiction. The province owns, operates and regulates the overwhelming majority of both power generation and transmission.

Card Credit Fleet Service In the first hours of the blackout, there was much confusion on both sides of the border about where it began. And there had been false reports from Canada of problems at the hydropower plant on the American side of the Niagara Falls.
