But N.R.C. and Entergy representatives said the reactor was making substantial improvements after Entergy acquired it from its old owner, Con Edison, in September.

The company has already spent about $3 million on new security measures since Sept. 11, and it intends to run the two reactors at least until their current licenses run out, in 2013 and 2015, said Jim Steets, an Entergy spokesman.
