It lets citizens who don't bother to file comments early in the process later stall the plans by appealing to higher-ups in the Forest Service. But the Forest Service itself often is the biggest roadblock to getting things done. The 1996 Rio Grande forest plan in Colorado was appealed by the timber industry and others, but the Forest Service took five years to respond.

Under the new rules, parts of the national forests would be "zoned" (the Bush administration's word) for oil drilling, timber sales and the like. Only when specific projects were proposed would the feds thoroughly look at potential ecological harm.

For example, if parts of Colorado's high country are automatically "zoned" for oil and gas development, it may be impossible for the government to refuse drilling permits in critical wildlife habitat.

He questioned why this administration, unlike predecessors dating back to Reagan, refused to convene an independent committee of scientists to help revise the rules. The draft rule eliminates any assurance for protection of wildlife, doesn't set minimum standards for protecting rare species and doesn't require rigorous ecological studies.
