BLM To Lease Utah Wilderness Lands

Environmentalists on Thursday decried the leasing as another in a series of attacks by the Bush administration on the West's most pristine lands and the first direct casualty of a deal Utah's governor struck with the president's top land manager that released millions of acres from wilderness consideration.

"If they don't, they will be condemning our national treasures to a pretty poor fate, " Bloch said this week. Bloch said this month's offering of leases shows a trend toward increased oil and gas development in Utah and involves "significantly more" or scenic areas than previous offerings. The Natural Resources Defense Council said at least 18, 500 acres of lands the Bureau of Land Management plans to lease this year are in pristine areas proposed for wilderness protection in the national Redrock Wilderness Act.

Credit First Service Union "I can't figure out for the life of me why there is such a lack of balance [in the Bush administration] in protecting wilderness," said Jim Baca, former director of the BLM, now an environmental adviser to New Mexico Gov. Bill Richardson.

"The $1.43 per AUM grazing fee applies to lands in the West administered by the BLM and to national forests and national grasslands administered by the Forest Service, " said BLM director Kathleen Clarke. "Under the Federal Land Policy and Management Act (FLPMA), by which the BLM fulfills its multiple use mandate, grazing is a recognized and appropriate use of the public lands."

Card Credit Discover Service Fourteen of those parcels, totaling 14,600 acres, are in areas that the BLM under the Clinton administration had identified as having wilderness characteristics or a "reasonable probability" thereof, Hoffman said.

"We are hopeful that the [Bureau of Land Management] will take a hard look at the evidence we present in the protest and then make the right decision, which is to pull these spectacular wilderness lands from the sale, " said Steve Bloch, staff attorney of the Southern Utah Wilderness Alliance.

Credit Public Service Union Environmental groups plan to challenge 12 of those parcels, all in the Book Cliffs, a large plateau in eastern Utah.

BLM negotiators and their bosses at Interior valued the state and federal lands at about $35 million each. But the BLM's Utah office said the federal land was worth $97 million to $117 million more. An inspector general's report found that Interior officials "negotiated away a substantial interest in the potentially very valuable oil shale resource" of part of the land. They also failed to value part of the land "in a manner consistent with the valuation of certain other federal properties, " the report said.

Card Credit Processing Service Some of the parcels are on the south flank of the plateau, north of Interstate 70. Others are in Desolation Canyon, a relatively untouched portion of the Green River popular with river runners and hikers.

Credit Security Service Union Hoffman said energy companies have consistently requested that parcels in Desolation Canyon be put up for lease. During the Clinton administration, the BLM resisted those requests, saying the lands should be protected until Congress has a chance to decide whether they qualify for permanent wilderness designation.

Credit Report Service In April, however, those temporary wilderness protections, which had been afforded to about 6 million of the BLM's 22 million acres in Utah, ended after Leavitt and Interior Secretary Gale Norton settled a lawsuit the state had filed challenging the Clinton wilderness policy.

Card Credit Online Service "These lands are deserving of protection," Hinchey said. "These kinds of pristine areas in the U.S. are shrinking. With the actions by the Bush administration, they will shrink even more rapidly."

Consumer Counseling Credit Inc Sen. Joe Lieberman, D-Conn., criticized the new leasing as well.
